Capacity & Tiers
A client's tier sets active slots and monthly retained hours.
The rule โ Check capacity before committing to new work: how many slots the tier allows, which are occupied, and whether retained hours remain.

A tier determines how many initiatives can run at once. Updates don't consume a slot but still draw from retained hours. When slots are full, the client chooses: queue it, swap priorities, or run an emergency interrupt (see Triage & Communication).
